Jilin Province Unveils HR Support Package for Embodied AI and Future Industries
Foreign founders building companies in China’s future-tech sectors should note a new policy package from Jilin Province. The Jilin Human Resources and Social Security Department has issued a list of measures to support “embodied intelligence and other future industries,” including humanoid robotics, hydrogen and new energy storage, aerospace information, biomanufacturing, and atomic-level manufacturing. The document, numbered Ji Ren She Fa [2026] No. 6, was dated May 13, 2026, and published May 18, 2026.
The measures are aimed at relevant key enterprises, universities, and research institutes (referred to as “relevant units”) in these fields. They cover talent recruitment, postdoctoral support, professional title evaluation, and practical services. Below is a summary of the key provisions that may affect foreign-invested companies operating in or considering Jilin.
1. Flexible Recruitment and Special Posts
Relevant units can apply to set up special recruitment posts under an existing notice (Ji Ren She Han [2025] No. 87) for “high-precision, scarce” talent. For future-industry units, application conditions may be relaxed and quotas increased. High-level talent hired through these posts can be directly recognized as Category A–D talent and receive corresponding benefits.
2. Flexible Talent Introduction and Funding
Units may bring in top domestic and international talent and teams through project cooperation, part-time work, technical guidance, or consulting. They can apply for funding under the department’s annual flexible talent introduction subsidy program. Selected projects can receive up to RMB 2 million.
3. Support for Talent Events
Units organizing talent recruitment or gathering events in Jilin can apply for support under the annual talent platform funding program. Selected projects can receive up to RMB 1 million.
4. Postdoctoral Support
Support is increased for postdoctoral research stations and workstations in future industries. Newly established stations can receive up to RMB 500,000. Full-time postdoctoral researchers entering a station receive RMB 50,000 per year for two consecutive years. Those who stay in Jilin after completing their postdoc and sign a contract of five years or more with an employer receive RMB 100,000.
5. Professional Title Autonomy
Companies in future industries may be authorized to conduct their own professional title evaluations. Core technology breakthroughs, commercialization of research, industrial application, and actual economic benefits can be key criteria.
6. Relaxed Requirements for Urgently Needed Talent
For urgently needed talent in future industries, educational and years-of-experience requirements for professional titles may be relaxed. Engineering talent who have made key technical breakthroughs or major contributions can directly apply for senior engineer status.
7. Talent Classification and Database
The talent classification and evaluation standards will be improved, with diversified channels such as direct recognition and comprehensive review. Qualified key employers may be granted comprehensive review authority. The province will explore establishing a talent database for future industries to better match talent with industry needs.
8. Point-to-Point Services
A contact system will be established with relevant units to push support measures directly, provide one-on-one business guidance, handle requests promptly, simplify procedures, and shorten processing times.
9. Recruitment Services
The province will track hiring needs and plans of relevant units, including education, major, and age requirements. It will support live-streaming recruitment brands such as “Yi ‘Zhi’ You Ni” and “Sister Shan Ying Looks for Jobs” to visit key enterprises, organize job fairs for future industries, and provide precise online and offline recruitment services both within and outside the province.
10. Industry-Academia-Research Talent Training
Units can jointly carry out integrated talent training projects. Selected projects under the annual talent training base program can receive RMB 200,000 in funding.
11. Subsidies for Hiring University Graduates
Units that hire university graduates may receive employment living subsidies or rent subsidies of RMB 1,000 per month for bachelor’s degree holders, RMB 1,500 for master’s, and RMB 2,500 for doctoral graduates, for up to 24 months. One-time housing purchase subsidies are RMB 30,000 for bachelor’s, RMB 50,000 for master’s, and RMB 80,000 for doctoral graduates. These cannot be combined with rent or settlement subsidies.
12. Entrepreneurship Support
Enterprises in future industries can organize entrepreneurship competitions and promotional activities. Eligible projects can receive up to RMB 500,000 in special entrepreneurship funds.
13. Implementation
The notice instructs relevant departments to implement the measures according to local conditions. The document was issued by the Jilin Provincial Human Resources and Social Security Department.
What This Means for Foreign Founders
If you are registering or operating a company in Jilin in embodied AI, robotics, hydrogen, aerospace information, biomanufacturing, or atomic-level manufacturing, these measures may help you access talent recruitment support, funding for talent projects, postdoctoral subsidies, and streamlined administrative services. The policy applies to “relevant units,” which include enterprises. Foreign-invested companies that qualify as key enterprises in these fields may be able to use these channels. However, specific eligibility and application procedures should be confirmed with local human resources authorities.
